The purpose of the Moshannon Valley Economic Development Partnership (MVEDP) is to further economic development of the Moshannon Valley in order to relieve existing unemployment by purchasing, owning, selling, leasing, remodeling, and repairing properties to provide industrial sites, housing units, and other facilities which will further the economic development and welfare of the community. Keystone Opportunity Zones (KOZ) are parcels of land and buildings in selected Central Pennsylvania business parks and industrial areas with unique tax incentives and development designations. KOZs are defined, limited areas approved by the state with virtually no tax burden for businesses. Each zone has multiple sub-zones that encompass different parcels of available property. The designations were achieved through a partnership between state and local taxing bodies. School districts, counties, local governments, economic development agencies, and community-based organizations worked cooperatively to bring this tax incentive program to Central Pennsylvania. SEDA-COG is designated as the administrator of the Central Region Keystone Opportunity Zone (KOZ), which includes 12 sub-zones representing ten counties in the Central PREP region. The KOZ program continues to be a valuable economic development tool for Central Pennsylvania. SEDA-COG, as the Zone Coordinator, shares potential project leads with all subzones that match the lead's requirements. We also work with companies so that they fully understand the KOZ program, thereby maximizing program benefits and eliminating program misconceptions. SEDA-COG serves Centre, Clinton, Columbia, Juniata, Lycoming, Mifflin, Montour, Northumberland, Snyder and Union counties.
